And it is just not Excel files, it is the same for Word files, here is a screen cap. Previously there were two options, both Word Online, and Word 2010. Double-clicking a docx-file in Win Explorer opens the file in Word 2010. For Excel and Powerpoint files, it is the same; no option to open with may locally installed MS Excel/Powerpoint 2010.
Update 8/9/2016: Excel Workbooks may not open after installing MS16-088 when attempting to load certain Excel files downloaded from the Internet, But when user closes all workbooks the newly created toolbar immediately disappears.
